Possibly, if Cecil shows up without the intent to cause trouble, Hatoru won't really pay him any mind. And Cecil, doesn't like when someone doesn't pay attention to him. 

Nooot a ship picture, so nobody kill me. And before someone tries to say so - cause I know someone will - Nooo Hatoru's hand isn't on, or touchin' Cecil butt. 

Cecil's just sitting in front of his hand. 

Cecil likes to perch on the arm of the throne when he "visits"

Cecil : You know, this place is so dull. You could at least put out a nice throw rug. You are royalty aren't you? 

Hatoru : *Thinking* Does he ever shut up?

Cecil: Hey! Are you even listening? You're no fun, Hatoru.

To be honest it was originally just gonna be Hatoru on the throne... But then Cecil happened, bein' all cute n' stuff.
